Shanghai Maritime Vocational & Technical College, hereinafter called the College, is a regular institution of higher learning. It was formed with the approval of the municipal government of Shanghai. Its purpose is to train specialized personnel of a variety of disciplines with a record of formal schooling.

The college grew out of a full-time college for adult students within the Ministry of Communications of China. In 1999 in obedience to a statute of China State Council, the old school fell under the jurisdiction of Shanghai. The old school, founded in 1978, started to run vocational and technical education at collegiate level as early as 1978 and has become one of the very few such institutions in Shanghai area.

The College is located in Lu Jia Zui Financial and Trade Zone, Pudong New Area, Shanghai. It covers 72,513 square meters, the floor space being 65,160 square meters, It owns a lot of up-to-date facilities, which include three classroom buildings, three laboratory buildings, a library, four dormitory buildings, two outdoor swimming pools, a safety training center, a simulating ship and sixty (60) complementary labs and workshops.

Among the facilities, there is a large-scale bridge simulator , whose technology has reached the world’s advanced level of the late 1990s.The engine room simulator is also worth mentioning. It now ranks among the best in quality in China. We also have a steering gear lab. a newly-equipped computer lab, an LPG simulator lab of the first rate in China, a welding training center with UNITOR welding equipment donated by Norway, a multi-media language lab, and several audio-visual rooms. In addition, LAN (Local Area Network) is established on the campus.

The College has nearly 400 staff. Over 92% of the full-time teachers hold senior or intermediate professional or technical titles (34% having senior titles). 50% of the teachers hold at the same time shipmasters’ or chief engineer officers’ certificate of competence. The College is lucky to obtain a steady service from a group of foreign guest teachers.

At present there are seven departments, such as Navigation, Marine Engineering, Foreign Languages, IT, Electrical Engineering, and Management. More than 4,000 students are majoring in Navigation, International Shipping Management, Communication with Computers, Marine Engineering, International Containerized Transportation and Management, Logistics, Automation of Industrial Appliances, Management of Real Estate, Management of Intelligent Building, Refrigeration & Air-Con Technique, Safety Management, Business English and so on.

Starting from 1999, in cooperation with NSA (Norwegian Shipowners’ Association), the College began to train officers needed on the European seafarers labor market.

Shanghai Maritime Academy, affiliated to the College, is a state-level key academy. It is also one of the first Chinese maritime training institutions that have passed the accreditation of China national quality assurance system and is fully qualified to implement STCW Convention. Graduates from this academy are now sailing all over the world.
The College also has a department devoted to continuous education, which offers higher education to adult students in spare time.

The College has been given the most comprehensive permits to train seafarers in China. Every year, nearly 10,000 seafarers at the management and operational levels come here and upgrade themselves in the 30-odd programs. Another 2,000 people join in for other professional training, such as English and computer application.

The College will go on making the most of its resources in running higher education and professional training at the same time in the future. With the backing of its experience of over 20 years, we are confident that we can do better and make bigger contributions to the upbringing of more specialized personnel needed in the 21st century, No as to help build Shanghai into one of the world’s shipping centers.
